Actual results:

Address bar is displayed at the bottom although the top is selected.

Expected results:

The address bar should behave according to the settings.

Bug 1907502 ("Address bar is displayed at the bottom although the top is selected") and Bug 1907504 ("The address bar should hide while surfing, but it doesn't") occurred at the same time.

Hi Dan, I couldn't reproduce. Just to confirm, do you mean the navigation bar is on the bottom? (bar with forward, back, menu etc)
The address bar is still on the top? (The bar with URL)

This is by design. The navigation bar will always be at the bottom, independent of the address bar's position.
