Bug 1905803 comment 20 illuminates a problem -- Thunderbird translators may be working through a backlog of strings and expect to see the results of their efforts in the esr releases. Bumping the revision in l10n-changesets.json for esr minor releases would help a lot.

I think adding it to the merge-automation task that does the minor version bump on esr is the way to go. Makes it harder to forget. The caveat is that esr repos need to be in cross-channel until they are EOL. That's not really an issue.
