We'd like the ability to A/B test the conversion rate of this in-app notification system against our legacy approach of opening the user's browser which can be seen here.

• If notification type is "donations_old", launch the URL in an external browser window as has happened in the past
• If notification type is "donations_old", a notification window will not be created or inserted
