ahead of actually showing ai content with bug 1943394, we'll provide a button to generate ai preview. the generated preview can be placeholder for now

additionally, the first time button will display opt-in which could be reusable component shared with smart tab grouping bug 1939611

• static skeleton animation
• start download / inference only after opt-in
• update model-optin to allow placing icon on either right or left depending on iconAtEnd
