I ran toolkit/mozapps/extensions/test/xpcshell/test_dictionary_webextension.js with a firefox and a thunderbird build and compared output.
When running in firefox, I see the same failure initially, but apparently it retries in some way, and eventually a generated-xpi gets created and installed.
I don't understand how to trigger that.
I found this code here:
https://hg-edge.mozilla.org/mozilla-central/file/tip/toolkit/mozapps/extensions/moz.build#l37
which tries to generate built_in_addons for firefox, so probably we'll need a similar rule for thunderbird?
But I don't know where it would have to be added.
