A single refresh on a site that blocked trackers seems too weak of a hint that something is broken. We should consider changing the heuristic to not show the infobar too often.

Opening due to having some early feedback internally on slack and also on reddit:

[...] most of the time I'm just reloading the page to refresh the content on it, not because there's an issue. This popup is genuinely useless for me so I'd like a way to turn it off.

A way to turn off is is to be added in Bug 2020287, which will be accessible from the infobar itself. However, I also do observe that the infobar feels too trigger-happy. Making it annoying and less useful. I'd like to explore whether we could have some better heuristics to reduce the noise.

With the recent changes on in which context we show the infobar so it only shows up when explicitly opening private browsing window (Bug 2026151, Bug 2033441) and giving an easy way to disable (Bug 2032180), we'd like to try enabling again.

In this Nighly cycle we're going to collect interaction data to aid decision on whether to ride the train (Bug 2032180). And will also reach out to folks on connect.mozilla.org to get some quantitive feedback (I'll link in the meta bug).

Unless this is still too often, we'd ship (Bug 2035600) with the current heuristics.

Going to close as WORKSFORME, because some changes already landed, and no other changes on heuristc currently planned.
