AGP 9 is increasingly becoming a requirement for newer libraries and our not being on it is blocking those updates. However, switching to it will require a non-insignificant amount of Gradle build system cleanup and refactoring. Thankfully, a lot of that work can actually be done (or already has been done) with the existing AGP 8 we're using. Filing this as a meta bug so we can start tracking individual pieces of work that can landed along the way prior to doing a final switchover.
