analogous to bug 162189. found using 2003.05.28 1.4 branch builds, but i imagine it's an issue in the trunk as well. 1. make sure that the tabbed browsing pref or "load links in the background" is turned ON. 2. also make sure you have links in your Personal Toolbar. :) 3. right-click to bring up the context menu for a link in the Personal Toolbar, and select "Open in New Tab" expected: new tab should open in background actual results: the new tab is opened in the foreground.
