using tb0.5 on winxp. there should be a toolbar button for accessing the mail filters window. the "submenu" items of this button (i.e., via the dropdown marker) could allow the user to run individual filters on the current folder being viewed. the button could default to either the main or the mail toolbar.

I'd like to suggest another action item for filtering: the ability to create a filter on the fly by right-clicking from within the message headers pane, with the common significant info prepopulated.
closing out as invalid, because it's better accomplished as an extension. don't know what i was thinking/smoking when i filed this one.

The Message Filters can now be also triggered via the App Menu > Tools > Message filters, and quick filters can be created from context menu actions in the message header.
Closing this.
