I beleive that there should be a horizontal scrollbar in left-pane folder-tree.
Most explorer-like programs have this feature to help viewers when horizontal
width gets too narrow. I'm surprised to find it missing -- it's such a standard feature.
This seems a very reasonable request. Should it be revisited ?
I have just marked as duplicate bug 540357, which had been open for 15 years until now.
So maybe bug 241159 should be reopened instead ?
It is currently marked as duplicate of Core/XUL bug 372206, which was WONTFIXed because
I don't think anyone is going to work on this given the plan to remove the XUL "tree" widget (bug 1446335).
But this wouldn't be a reason not to implement bug 241159 today.

I'm inclined to agree with the reasons Alex gives in the other bug reports. Even ignoring accessibility and other issues, I'd hope there are better solutions than a horizontal scroll bar to address issues of deeply nested folders or very long folder names.
