Even on initial start, the first window doesn't seem to be alone. (Spooky.) I do make sure all the utility windows are closed (e.g. downloads). Still happens. I meant to say it's been happening for a number of releases, including Firefox 0.8.
The extra window your seeing is the empty window... that keeps Firefox running when no other windows are open. Very much related to bug 223328
Opps... wrong expose bug.. I wanted to point to bug 223779
Still more... but would want to dup it do bug 150028.

Well, as bug 223779 is actually raised against Firefox I think this is the better bug to dupe this one against. Both bugs mention the CMD+~ behaviour problem in addition to the main problem. Sadly can't see it being fixed any time soon :-( *** This bug has been marked as a duplicate of 223779 ***
