There is no way to rearrange update notification icon by default. Tf you have
some updates, the icon appears on the menu toolbar, but no icon when no updates.

In chrome://mozapps/skin/update/update.css:

I don't thikn this is a PR blocker since the overwhelming majority of users
won't even notice. We should get this figured out for 1.0.  I think that the
plan is to not allow customization (removal or movement) of this button at all.

Since Bug 262807 is FIXED, we cannot move the update notification icon.
