It is suprizing that a new tab starts with a blank page. It would seem more
logical to me for it to start with the home page, possibly as an option for
people who don't want that.

As there are several extensions providing this, it seems like something people
want to do.

Would it be possible to have an option to start new tabs with the chosen home page?

Reproducible: Always
Steps to Reproduce:
1. Open a new tab

Actual Results:  
A new tab is created with a blank page.

Expected Results:  
A new tab is created with the home page shown, like it does when a new window is
created.
The Mozilla Suite (Seamonkey) has an UI to set this. FF has not. Try to set the
pref directly. Set the pref browser.tabs.loadOnNewTab with about:config to 1.
That should open the homepage.
Oh ... see bug 237230 and bug 253880: for FF this is a WONTFIX and the pref
doesn't work. So please resolve it as duplicate of Bug 187573.
