Details

User-Agent: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8.1.4) Gecko/20070515 Firefox/2.0.0.4
Build Identifier: 2.0.0.0 (20070326)

I have moved some of my accounts from their own folder to Local Folders. Each time one of the accounts in the Local Folders receives a spam message that is filtered by the junk mail controls, I hear the New Mail notification. The notification slider is not activated, just the sound.

In order to confirm this behavior, I moved one of the accounts back out of Local Folders into its own folder. After doing so, I no longer heard notifications upon receiving junk mail.

Reproducible: Always

Steps to Reproduce:
1. Turn on new message sound alerts
2. Enable junk mail controls on Local Folders
3. Move an account that receives spam to Local Folders
4. Wait for spam
5. Hear the sound
Actual Results:
When new spam comes into a Local Folders account without being accompanied by legitimate mail, the new mail notification sound will play and the notification slider will not show.

Expected Results:
When new spam comes into a Local Folders account without being accompanied by legitimate mail, no notifications should occur.
by moving to the local folders account, do you mean you're using the "Global Inbox" feature of pop3 accounts?
