Build ID: 2000072908 (M18) Steps to Reproduce: (1) Switch skins. (2) Click one of the menus (i.e. File, Edit, etc.) in the browser. Result: the menus are drawn at the very top of the screen, instead of just under the menu label in the menubar (as they should be).

I can't do this on win95 or win98, but I don't doubt that this is what Blake sees. Can you try the new profile; also where is your window positioned, etc. (if that makes some sort of difference).
changing nsbeta3+ (which we did not set) to 'need info'. Won't hold for bugs we can't reproduce.
