Steps to Reproduce:
(1) Switch skins.
(2) Click one of the menus (i.e. File, Edit, etc.) in the browser.

Result: the menus are drawn at the very top of the screen, instead of just 
under the menu label in the menubar (as they should be).

some of the menus work correctly after the themes switching, some work 
incorrectly as pinkerton describes.

I can't do this on win95 or win98, but I don't doubt that this is what Blake
sees. Can you try the new profile; also where is your window positioned, etc.
(if that makes some sort of  difference). 
changing nsbeta3+ (which we did not set) to 'need info'.  Won't hold for bugs we
can't reproduce.
