Looks very good.  I especially like the suggestion of what articles to translate next.  Out of curiosity, is an article considered as translated by merely creating a translation for it (without actually changing anything from the English version?  Can translation percentages be supported here?

Ehsan: good question. There are some untested TIkiWiki features that will give an estimation of the "up-to-dateness" of a translation based on what's changed in the en-US article after the translation was made. However, that is not activated on SUMO yet.

An article is considered translated when it exists and is approved by the locale leader. In other words, as long as the locale leader isn't cheating ;) the status should be correct. :)

The import script (bug 481304) needs run on production, or if it was, it didn't have network connectivity or failed.
