Allow localizers and admins to add messages to specific locales / all locales / the localizer front page.

That's item 4 in attachment 414601 [details], and item 3 in attachment 415276 [details].

(This feature that can be postponed if necessary)

The first time I loaded the page I saw warnings about USERLANG not being defined, but it's gone now that I've clicked around.  Otherwise, works great.

Can you add the global message to the individual pages' "good to know" box too (if it exists)?  Something like:

Good to know
[local message]
[global message]

I don't know if it needs borders or whatever to look good, but I think we should show the global message on all summary pages.  Thanks!

Oh, an L10n comment saying "Good to know" is a header for an info box would be good too

Verified FIXED on https://preview.addons.mozilla.org/en-US/localizers; was happy that it wouldn't let me add XSS!
