The global localizer dashboard, designed in bug 531145, needs to be implemented as well.

The mockup is in attachment 415276 [details].

I checked this into r58263 through r58265. Admin messages (bug 532064) are missing still. I'll add a screen shot shortly.

btw. 98% didn't make sense, because due to some strings coinciding between en-US and many other languages, no locale (except en-US) has more than 98%. 95% paints a much more balanced picture. I also excluded applications and platforms from the calculation, because these are also almost never translated and significantly reduce the calculated percentage.

With the closing of bug 532064, this is fixed for now. Feel free to file additional bugs if problems occur.
