bug 513023 will be moving the browser version of aboutRights.xhtml/dtd/properties to toolkit. I don't know whether your copies have any customizations, but you may want to consider just using the toolkit versions instead.

Given the differences in content along with application-specific disabling instructions for the web services (bug 844098), this looks like a won't-fix to me unless the toolkit version supports easy replacement of any of its list items and their associated strings.

Yes, this is probably a won't-fix, though is the fix from Bug 1171693 covered elsewhere?

Since we aren't using the EME stuff yet, this should probably be tied to bug 1127784 along with any other yet-to-port UI elements for making it work in SeaMonkey before media.eme.enabled is flipped to "true" by default. Anyway, nothing filed yet for SeaMonkey, thus I've opened bug 1185980.
