If you reply an e-mail you see the original text shifted to right, with emboding lines rightside and leftside.

If you forward an e-mail you see the original text "plain" (NOT shifted to right, without emboding lines rightside and leftside)

Steps to Reproduce:
1. Create am e-mail and send it to yourself
2. Reply to it
3. Forward it to your address
Actual Results:  
If you reply an e-mail you see the original text shifted to right, with emboding lines rightside and leftside.

If you forward an e-mail you see the original text "plain" (NOT shifted to right, without emboding lines rightside and leftside).

Expected Results:  
Behavior should be the same, whether replied or forwarded.

Regardless the way you confuigure thundebird advanced settings, the main concept should be that default behavior in replying or forwarding a message - header format, original message treatment, etc. - have to be equal.

No, it shouldn't; forwarding a message to someone else has a different meaning than replying to a message back to the sender. The quoting marker is meant to allow the user interlaced quoting, i.e., alternating lines of quote and the response to it. Having said that, following pending other bugs covering this:

 - Bug 104604: Forward message quoted option missing (Netscape 4.x parity).
 - Bug 218258: Reply-to email lacks quoting of standard emailheaders.

Sorry, an opinion is other than a fact (or a practice).

When you consider "the difference of Thunderbird's behavior in replying vs forwarding an e-mail" you should try to take in mind, for example, the behavior of the most used e-mail clients (e.g. Outlook 2003, Outlook 2007, Windows Live Mail, etc.) that is the same in the two described situations: replying or forwarding a message you obtain the same result with the same format.

So, if you want to attract the users of such kind of clients and convince them to switch to Thunderbird, you should take this fact in consideration.
