Still happening with Mozilla/5.0 (Windows; U; Windows NT 6.1; en-US; rv:1.8.1.23) Gecko/20090812 Lightning/0.9 Thunderbird/2.0.0.23 Mnenhy/0.7.5.0 restored session.json manually and tabs were restored. Thunderbird didn't finish shutting down when computer was turned off, turned back on that night all tabs and layout decisions were missing.
Same problem on TB 13 on Windows XP x86_32. See bug 760808.
This is current intentional design, no?

Justin, do you still see this problem? Perhaps saving session state is not atomic, i.e. the session.json is lost during the write process. Or power off. FWIW, the current design is thunderbird saves state on 5 minute intervals, and normal shutdown. ref: bug 408338 comment 18, comment 19. So some tabs can be lost. But you shouldn't lose any that were opened more than 5 minutes before the crash.

In my case this problem seems caused by bug 777491.
(In reply to Ulf Zibis from comment #5) > In my case this problem seems caused by bug 777491. That would do it. By desigin session is on saved on shutdown, not on a timer. So Justin's real cause/problem is the failed shutdown, not the lost tabs. Justin, please see https://wiki.mozilla.org/Thunderbird:Testing:Shutdown_Hang and post your resullts
