It got hooked in with the OOP submission code when we landed OOPP. This is probably a dupe of one of these bugs: bug 558561 bug 577221 bug 580592 but I have been unable to get anyone to give me the extra info I've requested in those bugs. :-(
I wonder if people are just expecting unchecking this to prevent the crash reporter from coming up at all? We could just remove the checkbox from the browser UI, it was originally added when we were talking about having crash reports auto-submit (but we never did that).

version 4.0 and 4.0.1 have the same problem of the crash report option's checkbox's state not being savable to the off state.
bug 577221 seems to have a summary of how this can happen.
