Simple Screen will explain everything:

Reproducible: Sometimes

Steps to Reproduce:
1. It seems to happen randomly, just try to change your groups for some time
Version: unspecified → 4.0 Branch
Does this happen if you make your groups smaller so that there is some empty space in your panorama view?
I have tried to reproduce this bug with smaller groups, but with no result.
I am unable to reproduce this issue on:
Mozilla/5.0 (Windows NT 6.1; rv:6.0a1) Gecko/20110425 Firefox/6.0a1

Reporter, does the issue still occur if you start Firefox with a new, empty profile?
http://support.mozilla.com/en-US/kb/Basic+Troubleshooting#Make_a_new_profile
Yes, it still occurs even on fresh profile.
In fact, I have reproduced it faster on fresh profile than on my regular profile.
I have also checked it on the latest nightly (25.04.2011) - this bug is present in this version too.

I have also found a way to easily reproduce it:
1. Open 2 big groups in Panorama (both have to cover whole Panorama View)
2. Open 2 tabs in both groups
3. Go to one group and remove first tab with close tab button
4. Go to Panorama View
Confirmed on:
Mozilla/5.0 (Windows NT 6.1; rv:6.0a1) Gecko/20110420 Firefox/6.0a1
Status: UNCONFIRMED → NEW
Ever confirmed: true
The issue is reproducible ever since the introduction of Panorama:
Mozilla/5.0 (Windows NT 5.1; rv:2.0b4pre) Gecko/20100813 Minefield/4.0b4pre
Confirming. Seems a Windows only problem. Maybe related to TabsInTitlebar?

It occurs even without tabs on top; I tested it. I'm unsure if that is exactly what you meant, but it may be valuable anyway.

What I actually mean is that the problem should be only reproducable if the window is maximized. I can reproduce it only when maximized on Win 7.

Sorry, I was too hasty. Just hit this issue in normal window mode.
