Reftest mfenced-10 from bug 553918 fails on windows tinderbox machines, with spacing between the fences and content being 1 pixel greater with mrow.

I guess this is because mrow is using glyph bounds (in addition to advance widths) for positioning, but mfenced is not.

After bug 1000879, Cambria Math is used on recent Windows version and that seems to fix the problem, so this is only for Windows XP.

(The bug temporarily disappeared on Windows XP too, but that was because "missing unicode boxes" where used to stretch the parenthesis. It will be back after bug 1005657)

WONTFIXing, since this is WinXP-specific and we're desupporting XP as noted in bug 1315083 comment 0.
