Details

Currently, "Privacy and Security" and "Tools" are submenus of the Tasks menu.  
This causes the options on these menus to be hard to get to, and I would expect 
that many users use at least one of the items under those submenus fairly often.

I think "Privacy and Security" and "Tools" should be combined into one top-
level menu, possibly called "Tools".  The new menu would only show up in 
Navigator and would contain:

&History          Ctrl+H
&Search History   Ctrl+Shift+H     (see also bug 67414)

The "Import utility" option currently under Tasks->Tools would be obliterated 
since the feature is already available from the File menu of MailNews.

Suggestions welcome, especially additional keyboard shortcuts and ways to 
flatten the "Manager" submenus.
Well, to be consistent with the nomenclature of other menus, it might be better 
to change the wording to "Manage Passwords", "Manage Forms," etc.  Doesn't 
shorten them much.  Another possibility is to call the top-level menu "Manage" 
so that the items would be "Passwords", "Forms", "Cookies", etc.  But in that 
case, "Search History" is a bit problematic.

mpt has another proposal for fixing up the Tasks menu near the bottom of bug 
32502 which doesn't involve creating an extra top-level menu.  He has a lot of 
good ideas there that I hadn't thought of before filing this bug.

I am not super fond of the current Tasks menu structure but I am not in favor 
of this idea for two reasons:
- adding yet another top level menu to Netscape means to add more clutter
- at least for Netscape users these are advanced/ not so often used features, 
and so they should be deliberately moved away from the top level UI as to not 
clutter that space.

as an aside, packaging some of the items under an umbrella term like 'privacy 
and security' gives those users at least a clue what they are for.

IMO, this is a dup of bug 32502 (which probably needs to be resummarized).

Major problems with my proposal:
- The name "Tools" sucks, because it would have the same first letter 
as "Tasks".
- Adds an extra top-level menu, which some people don't seem to like.

Major problems with mpt's proposal in bug 32502:
- German doesn't seem to like the idea of having commands that only make sense 
in Navigator only show up in Navigator if the rest of the menu items are the 
same.  I think it would be ok to have fewer/different items on the Tasks menu 
for MailNews.  mpt, I'm not sure where you stand on this issue...
- The name "utilities" for a submenu of "tools" doesn't add much meaning.
- Removes allow/block options without giving a real alternative.  How about 
this: on selecting the "Cookie Sites" tab of the Manage Cookies dialog, the 
domain of the current page will be selected but there will be indication that 
the site hasn't been given a policy yet, and UI for giving it a policy.

Overall, I like mpt's proposal better, and I think it will be easier to work 
the problems out of his.
Why don't we leave the "Privacy and Security" submenu right where it is. I like
German's argument there. 

So then, we just need to get rid of that irritating Tasks -> Tools menu, right?
We could move "History" under "Go", after backward and forward which are the
other two history related options. If not there, perhaps it should be somewhere
near "My sidebar" in the View menu? Hmmm...

I don't suppose the Javascript console can go under the "View" menu? And if
we've moved History somewhere, then we're done right? The Import Utility is
already available under Mail/News's File menu, so the Task menu disappears.
