We plan to enable tablet mode by default on large-screen devices, but first we need to fix our unit tests to disable and enable tablet mode as needed.

Moving two patches here from bug 664149.

Originally from bug 664149; this turns off the redundant menu button in the bottom (system) bar on Honeycomb tablets.
