[tracking] Default-to-compatible API components

See it in action at https://addons-dev.allizom.org/en-US/firefox/api/1.5/search/guid:%7Bd10d0bf8-f5b5-c8b4-a8b2-2b9879e08c5d%7D. The XML spec is in bug 692971 comment 6 right now.
Blair: does that output work for you? Krupa: can you run some basic tests on this? The spec is on that wiki page, I'm not sure if they altered it in the meetings or not though.

I did some very cursory testing: * Adding a new application in admin page at https://addons-dev.allizom.org/z/en-US/admin/models/addons/compatoverride/1/ results in that information showing up at https://addons-dev.allizom.org/z/en-US/firefox/api/1.5/search/guid:%7Bd10d0bf8-f5b5-c8b4-a8b2-2b9879e08c5d%7D. See screenshot 1 * Tested with a remote add-on. See screenshot 2. * Changing the values in the admin panel is reflected in the api results. Notes: * The link "view on site" is a 404 * Adding non-firefox apps results in a traceback (bug 699252) I will check again when the blocking bugs are fixed.
