Details

This bug is tracking everything left before we can shutdown PHP.  When this bug is resolved we should file a bug for IT letting them know we can remove support for PHP from the webheads.

This is about turning off PHP.  I have a big text file tracking all the stuff we can clean up *after* it's off, but that's not this bug.
