When I worked on the Safari migrator, I think I used MXR to figure out where is that item hiding now. It's especially hard on mac where the unlabeled "import and export" has a somewhat meaningless icon. Regardless of the OS X-specific issue, one (and one rather experienced with UIs...) would only think of the "Show All History/Bookmarks" windows as the place for migration only if bookmarks/history migration is what s/he is looking for. There's no chance that I would realize that if I want my cookies back, I need to Show All Bookmarks. This item used to live under the File menu for quite a while. I can imagine why it was removed from there, but I don't think this solution works.

actually was an explicit UX request to reduce contents of the file menu and just keep the import in the Library, that said we don't even have anymore a file menu on any system using the appmenu (yes, OS X doesn't).

I know, and of course I don't suggest to move it back to the file menu. The preferences dialog might work.

Not specifically… though there was a recent project to offer migration from about:newtab for a while in new profiles so that may be enough to address this.

In bug 1620536 we moved the "Import from another browser" menu item to the Help menu (available under the app or "hamburger" menu).

A couple of other ideas:
- There are no matches if you search in about:preferences for "import". Its not strictly a setting/preference, but this seems like a place users might go to find this feature.
- Bug 888560 is about offering to import if and older profile sees new use.

We already addressed this bug in various ways (e.g. entry in the main file menu) and the severity was determined after the duplicates got marked, so I don't think this has any bearing on it.
