Reproduction:
1. Set up an IRC account
2. Go to "Password" wizard page

Actual result:
Title: "Password" (in bold)
"Please enter your password in the box below" (completely useless fluff text! Doesn't add any information.)
Password: [ ]
"The password entered here will be stored in the Password Manager. Leave this box empty if you want to be prompted for your password each time this account is connected."

Expected result:
Title: "Password (optional)" (in bold)
"If you have reserved a nick name on this IRC network, please enter the password here. Supported are nickserv and server passwords. If you did not register your nick, you can skip this step. Most IRC networks allow to connect without an account."
Password: [ ]
(No text below. "prompted ... each time" is not true, and "Password Manager" is implied, as TB does the same for IMAP and SMTP. Less text is better.)
