Marc already had scm_level2 access with his previous LDAP account but now we've had to recreate a community LDAP account for him in bug 749780 and so we need to flip that scm_level2 bit again and make sure he can push to hg.m.o/build repos. I can vouch for him.

It looks like Marc received L2 access in bug 742543, but this was not transferred to his community account in bug 749780. Server ops, please bump marc.jessome@gmail.com to scm_level2.
