Meta-bug for tracking GNKSA requirements. GNKSA absolute requirements are any 
standards specified in the GNKSA with MUST, MUST NOT, or DO NOT.

This is different from bug #12699 in that that meta-bug is dependant on any 
bugs that prevent a 100% score on the GNKSA, and therefore includes SHOULD and 
SHOULD NOT errors, while this one is for bugs that would prevent us from 
getting any GNKSA at all.

Bug 77147 is a dupe of bug 35338 which is already in the list.
Bug 4567 is a dupe of bug 73403 which is fixed (so I don't add it).

It's kind of nice to see historical data, such as FIXED/INVALID/WONTFIX, etc. 
I'd vote to keep those bugs listed, but that's just my opinion.
Leave resolved bugs in. It's good to be able to see how much progress has been made.
