IE10 allows users to control how pinned secondary tiles will be invoked. 

We should add a checkbox underneath the UI for bug 771174 that says:
Open Firefox tiles on the desktop.  It should be unchecked by default. 

This bug should also handle altering the win32 widget code that will actually invoke the tile.

Inside this bug, we also need to figure out exactly how to handle the following cases in relation to when the checkbox is on and off:
- Metro Firefox isn't already open.
- Metro Firefox is already open.
- Desktop Firefox is already open.
- Desktop Firefox isn't already open.
