Looks good, Blake. Although one request I have is, after the document has
either started or finished loading, to hide the Navigation toolbar if it was
hidden before I pressed Accel+L.

What do others think about Dean's idea?
Also, I still need to make the toolbar expand if it's collapsed at the time of
trying to show the location bar. Ben's silly toolbar bindings make that harder
than it seems.

I mentioned this behavior because it already works that if I have the Navigation
toolbar hidden when I press Accel+L, it shows. But this raises interesting
questions about what a user would have to do if s/he typed in an incorrect url.
Press Accel+L again, ...
Maybe it could hide once it loses focus? This would depend on another bug I
just saw about the location field maintaining focus after a typed-in url is
loaded.
I prefer this suggestion (I'm pretty sure i've said as much and read this
suggestion before in other bugs, but this one is well worded):

There's no functionality lost, since CTRL+L would do nothing otherwise. You
could either leave the CTRL+SHIFT+L for "open web location", or remove it.
This way, CTRL+L would always have a standard result- a place to type a URL.

Does this bug include adding the feature that Ctrl+L makes the location bar
visible, or is that covered by another bug?
Timeless: the location bar also lets you copy or edit the page URL, something
the "open web location" dialog doesn't let you do.
