These are the steps to reproduce:

- with an empty .mozilla, startup mozilla and migrate ns4.77 profile
  that profile contains bookmarks in the personal toolbar
  after restarting, bookmarks of old profile appear in personal toolbar
- using "manage bookmarks" remove everything from bookmarks
- right after that, import a bookmarks.html from an older .mozilla
- personal toolbar folder contains all the links that where there before
  but personal toolbar is empty

2001070208 on linux has the same behaviour, without doing the profile migration:

The .mozilla and all the files it contains is the one migrated by an older build
of mozilla. All bookmarks are available from the bookmarks tab of the sidebar,
but on the "Personal Bar", ie bellow the location box, there's nothing at all!

If you want me to re-migrate the old profile, please let me know.
I have another scenario for this bug.  I imported my bookmarks into a new
profile, selected the imported "Personal Toolbar Folder", selected view... set
as personal toolbar folder from the bookmark management window.   I noticed that
if I had an actual bookmark in the top-level of the personal toolbar folder,
then it would show up immediately on the toolbar.  Any folders containing other
bookmarks would not show up.

When I opened a new browser window, it correctly rendered the personal toolbar.
 Restarting the browser also corrected the issue.

I have seen this for several weeks (and forgot to open a bug report - doh!) on
Windows and Linux.  Recently, I have observed this in a 20010710xxx build for
Linux and 2001071004 on Windows.

So it might be nice to set an imported folder named "Personal Toolbar Folder" as 
your personal toolbar folder if you don't have one set already. However, not a

Don't think this is a dataloss bug, if I understand what the keyword means.

The contents of the Personal Bookmarks folder are not lost, they're just not
recognized as such when importing them from a file, after removing ALL old
bookmarks & folders.

They are still visible anywhere bookmarks are presented, which is:
- the bookmarks pane of the sidebar
- the bookmarks manager
- the bookmarks menu of the browser
i think it's ok to consider this dataloss _if_ your second imported bookmarks 
file indeed marked the personal toolbar folder as the <personal toolbar folder> 
and we _lose_ that data during the import.

I found a possible workaround for this.  It works on Windows for 0.9.2 and 0.9.3. 

The workaroud applies to this scenario:
* You delete all bookmarks and re-import them from somewhere else
* In the re-imported list, the PTF (Personal Toolbar Folder) is right at the top
of the list

How to use the workaround:
* Once you have re-imported the bookmarks, enter the Manage Bookmarks Menu (Ctrl+B)
* Select some other folder that's not supposed to be the PTF
* Make it the PTF by selecting View|Set As Personal Toolbar Folder
* Then select the folder that's supposed to be the PTF and enable it as in the
previous step

This should get things working properly again.

If the folder you want to target for the TPF is *not* at the top, you should
just be able to select it and enable it normally.
Or manually change the id of the entry to "NC:PersonalToolbarFolder" in
bookmarks.html :-)
I have seen something similar to this too for a long time.

1) Start with a default mozilla profile.
2) Remove all bookmarks in Manage Bookmarks.
3) Choose File -> Import bookmarks and pick your backed up bookmark file.

Result: The personal toolbar still displays the old default personal bookmark
entries and a restart of mozilla does *not* cure it.

Bug 87849 seams similar to this.

I upgraded to the 4/16 build to test another bug After the upgarde, my personal
toolbar and all bookmarks disappeared. I imported my backup (whew!) from 4-8-02.
But now the personal toolbar items are not displayed. This is even after
"managing" the bookmarks, highlighting the personal toolbar line and selecting
the set as personal toolbar in the View menu (very non-intuitive).

Anyhow, it didnt work.
