Looks like we missed a part of bug 817706. From comment 0: "The tab tray should only ever show what's actually open http://cl.ly/image/2O042447243K, since we don't want to clutter the UI with unnecessary empty buckets. If no private tabs are open, don't show a private tabs section. If sync is not set up, don't show a synced tabs section"
What about my suggestion for Sync in bug 825018?
I think using that as an area to promote sync could be useful, yes. I probably wouldn't automatically launch the Sync setup flow as soon as you pressed the tab though. We might want to put a little more thinking into it, like placing some messaging into that section on why users should try Sync, and possibly a way to hide it if they aren't interested.
The more I think about this bug, the less I am concerned about it. Hiding whatever isn't being used somehow feels too clever. Empty page states for Private tabs and Synced tabs would probably suffice.
