It only adds 4 builders to the list of test builders.

Adding the automation to Elm will make it easy to iterate once fgomes (or someone else) has a fix.

This apparently turned off Windows debug runs of the Jetpack suite. There hasn't been a single instance since the reconfig. Windows opt runs are still going, and Linux/OSX opt/debug seem to be unaffected.
