When scrolling=yes is set for a frame tag, no scroll bars appear. When scrolling is set to yes or auto, scroll bars do not always appear when window is too small to display the frame at the specified size (they do appear, however, when the window is too small to display the content of the frame so they seem to be ignoring row/col sizes). I've put up a simple html example to demonstrate the problems. The sample has four colored frames, each set to a height of 100 pixels and a width of 200 pixels. Load the URL and then resize your browser window so that it is less than 200 pixels wide. No horizontal scroll bars appear until the browser window is WAY less than 200 pixels wide. The scrolling=auto problem may be a matter of interpreting when the browser window is smaller than the frame size but scrolling=yes is just plain broken beyond any argument. On a happier note, scrolling=no seems to work...
