Q3 is over... => Q4

My vote is we bump this back to Q3, push bug #910892 off to Q4 and then close this bug out. It really was meant to cover stage 1 of adding badges to SUMO and we're pretty done with that now.

Any objections?
Tweaking this so it's clearer it just covers "stage 1" which got us to the point where we could issue badges on SUMO and issued a series of automated badges.

Nixed the open blocker bug.

Putting it back in Q3.
