920629 - deploy graphite client to releng Windows build and test systems

We need to deploy statistics gathering software to the Windows build and test machines similar to what we're doing for the POSIX (linux and OS X) systems. 

These systems include:

t-w864*
w64-ix*

To deploy, on a DC apply the Metrics GPO to the Tester OU of the platform we wish to roll it out to. In the Group Policy Management console, navigate to the desired OU, right click on the OU, selected Link Existing GPO, and select the Metrics GPO. Upon the next update the service will be installed. 

To roll this back, in the Group Policy Management Console, under Group Policy Objects, right click Metrics and select edit. In the editor navigate to Computer Configuration -> Preferences -> Control Panel Settings-> Services. Double click the MetCollective in the right portion of the editor. In the open window change Startup: to Disable, and change Service Action: to  stop service. Note that we can re-enable and disable this service using this process.
