942752 - Tab active state is sometimes triggers on some parts of the screen while panning

When panning the call log quickly I sometimes some of the parts of the UI beeing highlighted. Those parts are outside the currently scrolled area.

Steps to reproduce:
 - If you have a Gaia without any data (calls, messages, contacts, ..), go into the gaia directory and do |make reference-workload-medium|
 - launch Gaia with APZ turned on
 - Open the dialer app, and switch to the call log (bottom left tab)
 - Pan the call log to the top or to the bottom

Expected results:
 - smooth scrolling of the currently panned area

Actual results
 - smooth scrolling of the currently panned area, but sometimes the 'All' tab on the top or the 'Call log' tab at the bottom gets highlighted.

Because of bug 942856 I don't see this error anymore. Not because this is fixed, but because there is no highlight in the dialer at all.

Now that I can't reproduce bug 942856, I still see this bug happening times to times.
