This is probably fixed the patch in bug 1016942.

This is really hard to determine. I suspect it is fixed, but we had a LARGE tscroll regression yesterday which muddied the waters. tp5 is fixed though: http://graphs.mozilla.org/graph.html#tests=[[287,64,21],[287,64,24],[255,64,24]]&sel=1400503568162,1401367568162&displayrange=7&datatype=running So maybe this is really fixed and the regression that we are seeing is actually larger than reported. I have done some retriggers on fx-team to help validate this.
ok, tscroll is fixed! we went from 4.1-4.2 range down to 4.0-4.05 range which is almost exactly a 3.3% improvement.
