we have a lot of test cases which will fail when run as a standalone directory, this bug will track all the test case files which are known to fail in the mochitest-browser-chrome devtools/ directory (dt on tbpl)

this requires the fix from bug 1122092 and this patch comments out a test (as documented in bug 1102301). With that we are ready to go with runbydir for dt!
