The panel 2 should be context aware. Panel #2 should contain a drop down allowing for a choice of the accuracy and title in the context (if the panel is in the general settings context the header should be "System wide ALA level", if it is opened from the map application level it should state "ALA level for Map app"). When the choice is made (confirm with an OK) a setting should be set and stored in a database as a key-value pair (eg. global:blur_val = 10, global:user_defined:lat = 12.567, weather:blur_val = 5).
