11285 - [DPD]selects do not properly inherit font properly

Nav4 lays out this page correctly.  Apprunner with GFX form controls enabled has
several problems:
1. drop-down lists are wrong size
2. table layout looks wrong, maybe because of (1)

It looks wrong with native combo boxes. The combo boxes, native or gfx use a
font which is too large, but I'm not convinced that its causing the layout
problem. The content area at the lower right is offset too far to the right
and a horizontal scrollbar does not appear until the window is made smaller by
the amount that it is offset.

I distilled the page down to a small testcase that shows that problem 2 above
is not related to 1. I think this is a new bug so I entered it with testcase
as bug#11306. I was using build 1999-08-03-13-M9 on Windows 98.

Rod, I'm re-assigning to you to look at problem 1. Are default font needs to
match Nav's default for selects.

Until CSS can go get the system widget font. Selects and other controls will not
have the correct size.

The test page is longer there, but I think this was an issue that the select was 
inheriting it's font set correctly from it's container block.
