here's a link to jennifer's thorough mailnews prefs UI spec: http://www.mozilla.org/mailnews/specs/prefs/PreferencesP.html jennifer, is there a tracking/meta bug for these changes/work? if so, it'd be good to add it as a blocker here... thanks!
Sarah, there aren't bugs for MailNews yet. The redesign is still a proposal spec. I will update this bug as this changes.

Seems clear we need to -- 1. Put elevators on the pref panel OR 2. Have it calculate needed room and at least expand to fit if feasible OR 3. Make it resizeable . Surely, all 3 of these are not infeasible ! This is a BIG credibility and usability killer, and should block wherever it appears, I say. Needs obsessed on.
too late for 1.6. let's try for 1.7
