1150335 - Switch over seamonkey-project-org repository from cvs to hg

Description

[Hal Wine [:hwine] use NI!]

Once the content is available (bug 1150331), the webops machinery that populates the seamonkey-project.org site needs to be switched to use the new repository.

This work is in support (and on critical path) for the decommission of cvs.mozilla.org (bug 985022)

Jens Hatlak (:InvisibleSmiley) is the SeaMonkey contact if there are any questions on the site setup.
