this isn't a dup.  we don't currently do XP context menus and popup menus at
all, so changing XUL popups to the XP menu code really has nothing to do with
this.  (they may be fixed at the same time, but they are different problems)

Pav: why don't you just call this bug "need xp context menus" and drop the
"popup" thing since that is getting confused with the toolbar dropdowns/menus
which is bug #11304?

apparently context menus and popup menus are different...  the toolbar menus
natively were context menus, but i'm told they should have been popup menus.  i
don't know the difference...
