1246869 - Remove services.sync.syncedTabsUIRefresh preference so Synced Tabs sidebar can ride the trains

Bug 1243591 added a preference so that the Synced Tabs sidebar is only available on Nightly. This bug tracks the things we need to do before we can let the sidebar ride the trains.

(Note that this bug is *not* to track all followups for the sidebar, just those bugs that are important enough to keep the sidebar from shipping)

Ryan, can you please verify that all the dependent bugs are serious enough to block this, and also see if you can find any others I missed.

IIUC, the sidebar is actually riding the trains, but it's pref-ed off everywhere except for Nightly.

Hi Drew,
  A couple of months ago, we added a preference so the new "Synced Tabs" sidebar didn't ride the trains until UX was happy with things in bug 1243591. UX is now happy it can ride the trains, so this patch just backs out the patch from that bug.

I've tested on Windows 7 64bit, Mac OSX 10.9.5 and Ubuntu 13.10 32bit using latest DevEdition 47.0a2 (buildID: 20160322004033) and the "services.sync.syncedTabsUIRefresh" no longer appears in about:config page (is removed).
