Misc improvements:
- to tag for disqualified cohorts (bug 1257242 + bug 1255013)
- to annotate the cohorts on crash reports (bug 1257251)
Both which should help the data analysis
And to re-enable apz (bug 1257181)

Ok, all pieces that need to go in the tree have been uplifted. Bug 1258592 tracks disabling the first phase of the e10s testing that was done through the experiments system.

All bugs related to the implementation, start and stopping of the e10s experiment on 46 using the system add-on have now been completed.
